As a general rule, you're not supposed to have a single encryption key for, say, every android phone. Some keys are more or less sensitive than others, but they usually want to be semi-unique.

Depends on what it is for. For example, if that's the public key for the Google Play Store making it a constant is fine. Google won't be changing their private key used to sign apps unless there is a major security breach, and you don't want it to be easily modified on the device because then anybody could pass off their (potentially harmful) applications as trusted.
Of course, the fact that the key is only 64 bits should be more concerning. There aren't many modern cryptosystems that use such small keys. None of them are asymmetric, and a universally known symmetric key is worthless.
